The Wartime Comercial Policy
The war between the three factions raged on for several years until some peace treaties were enacted. These peace treaties did not last very long, but the war was taking a toll on all of the factions. The war was reaching a stalemate, but none of the factions wanted to give up. All the factions were running low on supplies, natural Essence was drying up, and many combatants needed medical assistance.
The three factions agreed to a three-way Wartime Commercial Policy. Specifically, the factions sought to balance two goals: maximizing revenue from continued trade during the war and minimizing the ability of their hostile factions to benefit militarily from trade. As a result, factions traded with their enemy in (1) products that their opponents took a long time to convert into military capability, and (2) products that are essential to the domestic economy.
In this brief moment of peace, the leaders of the three factions agreed to build Dormgard, to become the central hub in the desert of Mothora. This became for a few years a grand exchange of the factions. But the fragileness of the agreement and the autocratic centralized power exerted by the faction leaders on their people meant a revolution was bound to come.
